A glint is a quick flash of light. And when something glints, it gives off a quick flash of light.
If someone's eyes glint, they seem to spark with a tiny, fast explosion of laughter or happiness—or anger, or jealousy. Any emotion, really.

Sunlight glints on snow, and ice, and water. You can say it like that—that the sunlight is glinting on the water—or you can flip it around and say that the water is glinting in the sunlight.
